Huntsville, Alabama was founded on November 3, 1871 by General John C. Frémont and his friends in what is now the city of Huntsville. The town was initially named "Decatur" after Decatur County, Alabama which was part of the Indian Territory at the time. The first permanent settler in Huntsville was Captain John Hays who arrived in October 1872. He initial built a cabin near the present day intersection of First Street and West Main Street. In 1876, Colonel James Fenton purchased land east of downtown Huntsville from Chief Wabash for $2,000. Fenton renamed the land "Huntsville", after himself and donated it to the government for educational purposes as an outpost for freed slaves who would be allowed to live free and hunt under their own guidance. On December 12, 1881, Governor George Wallace proclaimed that Huntsville had become a city. The proclamation read: "It has been my intent since I became governor to see that this important community is placed within your reach so that you may have every opportunity to increase its prosperity." On May 2nd 1905, Mayor Vail Matson dedicated new streets in downtown Huntsville which included Third Avenue north of Broadway between Lamar Boulevard and Constitution Avenue; Fourth Avenue east of Broadway between Lamar Boulevard and Lamar Street; Fifth Avenue south of Broadway between Constitution Avenue and East Broadwalk
