In 1819, General James Minton's brigade of cavalry under Colonel John Pope crossed the river here and made their way to Mobile to relieve that city before moving on to cross the Mississippi River. Foley was originally known as "Hahaha" because of its location on a high point overlooking the town. It changed its name to Foley in 1875 after General John S. Foley who fought in the American Civil War and helped build up Alabama's military forces. This event started what is now known as Foley Days which are held every year in honor of General John S. Foley Jr.. The Foley Museum of Art was opened in 2002 in recognition of the town's role in American art history. In addition to its museum properties and attractions including three-dimensional exhibits about local history and culture, Foley also includes several dozen smaller homes built between 1890 and 1920 that are open for tours or browsing during regular business hours (Apr.–Oct.).

In 1854, Foley became the county seat of Baldwin County. The following year, the first courthouse was built in Foley. In 1865, an LDS church was organized in Foley. The town continued to grow throughout the 1800s and into the 1900s until it reached its peak population of around 2,000 in 1907.
