Foley is a small town in Alabama, located on the Eastern Shore of Mobile Bay. The population was 2,814 at the 2000 census. Foley is named after General John A. Foley, who fought in the American Revolution and later served as a United States Senator from Alabama. The town was first settled by Scots-Irish immigrants in 1817. In 1819, General John A. Foley moved his family to Foley from Huntsville, Alabama following the Battle of Buena Vista Heights in which General Andrew Jackson's Army defeated forces under Spanish general Antonio Lopez de Santa Anna. In 1870, Colonel James Hance built a sawmill on what is now known as Old Foley Island and began producing planks for export to England and France. The mill continued operation until 1902 when it burned down due to arson. The town was incorporated in 1907 and has since grown into an agricultural community with a total population of over 10,000 people today including 604 farms and 107 businesses. The local paper mill continues to be one of the most important economic engines in the town with its production of pulpwood products such as lumber and furniture making up about 60% of total income according to 2010 Census data. Today, Foley is known for its annual Highland Games which are considered one of the largest civic events in Mobile County and continue to bring residents together for traditional Scottish dancing and Hogmanay celebrations every year since 1898.

The tobacco industry played a significant role in Foley's history. The first pipe factory in Foley opened its doors in 1912 and continued operations until 1964. In the early twentieth century, Foley was home to one of the largest cotton gin facilities in Alabama. This plant processed more than two million pounds of cotton per year. The plant closed down during the Great Depression but reopened in 1951 as an energy storage facility with turbines that generate electricity for local homes and businesses. Foley has also been known for its manufacturing capabilities since the 1800s. A number of mills were built here during this time including Smith & Wesson (1892), Hite Manufacturing Company (1925), JB Malone Cotton Mills (1928), and Pee Wee Glass Works (1941). Today, Foley still produces a variety of products such as clothing, paper products, agricultural machinery, and steel products.
