In 1954, Cullman voters passed An Act To Prohibit Discrimination Against Coffee Merchants which made it illegal for restaurants to refuse service to customers because of their race or religion. However, two churches remain open today: First Baptist Church (founded 1893) and Methodist Episcopal Church (founded 1916). In 1955, Cullman became an incorporated municipality with a full government by vote of its citizens rather than through approval by county commissioners (). In 1975, Cullman annexed part of neighboring Burlington Township; this annexation eliminated any conflicting jurisdiction between Burlington Township and Cullman over questions such as zoning decisions and public health services

The town was founded on December 12, 1871 by William Cullman and his wife Fannie Mae Dixon. It was named after Cullman's maternal grandfather, James Culp. The first post office in Cullman opened in 1872. In 1896, the Coleman-Cullman Turnpike was built between Cullman and Decatur to promote trade and commerce between those two cities. In 1924, Cullman incorporated as a village under the name of "Cullmann". On November 3rd of that year, it changed its name to "Cullmann" again due to objections from residents who believed that the new name would be confusing with nearby Decatur. The village remained an unincorporated community until it merged into Huntsville on January 1st of 2007 when both villages were consolidated into one municipality under the name "Huntsville". On July 1st of 2009 local officials announced plans to rename Cullman Municipal Airport as "John F Carr Municipal Airport" in honor of John F Carr III who served as Mayor from 2002-2006 and also played a significant role in developing the airport into what it is today. Mr Carr is currently serving as President and CEO for Hartsfield–Jackson Atlanta International Airport which covers much of Southern Alabama including portions of central Mobile County where CullMAN airport resides
