West Allis (population: 102,000) is a city in the Wisconsin River valley in Milwaukee County, Wisconsin. The population was 108,827 at the 2010 census. West Allis is the fifth-largest city in Milwaukee County and one of its five downtowns. The city is part of the Milwaukee–Waukesha metropolitan area. The city's history goes back to 1836 when it was named for John W. Allis, a landowner who donated 4 acres (1 km²) of land to be used as a town site. On November 10, 1854, the United States Congress approved a charter for the Town of West Allis which included all present-day west side of Walker Street between Clinton and State Streets. The first settler in what became West Allis was George Wittman on December 6th, 1856. On May 5th 1860, while under military occupation by Confederate forces during the American Civil War, General Stephen Ayer ordered his troops to burn down buildings near today's State and Washington Streets because they were found to be sheltering Union soldiers unconstitutionally. On October 1st 1870, due to heavy flooding caused by severe thunderstorms off Lake Michigan that had descended on Milwaukee county on September 30th and 31st), Mayor George Prentice called upon residents within range of his shotgun microphone to evacuate their homes before dawn because he believed that even if there were no floodsoccurring from rain or snowmobiles they would still face possible danger from overflowing rivers backed up by high water levels from nearby hillsides. This event became known as "Prentice's Flood". After previous efforts by mayor Lew Kraemer and others to prevent this type of flooding failed due primarily to lack of resources available at that time - including $2 million raised through local auctions - Prentice declared an emergency on October 3rd 1970 which allowed him authority over emergency powers granted by state law dating back to 1871 when all such power had been vested in Governor Isaac Norris according as head thereof “the proper exercise”of which he “shall take reasonable steps for carrying out” .
