The militia was originally made up of volunteer soldiers from the various states in the Union. The National Guard was created by an act of Congress under President George Washington on July 1, 1792. In 1821, the National Guard Act was amended to provide for organizing and arming national guard units in each state. This amendment also called for States to contribute $5 per capita into the fund to be used for armaments and other military purposes. On November 15, 1862, President Abraham Lincoln signed into law a bill creating aNational Guard Bureau which would organize and control all aspects of national guard unit operations across all 50 states. The bureau became operational on January 1, 1863. Since its inception, the National Guards have been mobilized on numerous occasions including World War II (1939-1945), Korea (1950-1953), Vietnam (1965-1975), Operation Desert Storm (1991),Operation Iraqi Freedom (2003-2007) and Hurricane Katrina relief in 2005.
