The city of Milwaukee annexed parts of Superior in 1947 and 1954; those annexations left Superior without its own mayor and city government until 2002 when voters approved a charter amendment creating that office within the City Councilsubjecting it to mayoral review and election every two years instead of annually like other cities in Milwaukee County.
