The National Guard of Franklin, Wisconsin was organized on December 15th, 1861. The purpose of the National Guard was to provide manpower for the war effort and to protect the citizens of the state. The organization grew rapidly and by 1862 there were over 1,000 men in the unit. On September 25th, 1864, Governor Julius Stoneman called a special session of the legislature to discuss how best to use the National Guard. The governor recommended that all soldiers who had served in Mississippi or Southern Illinois be given their full benefits as members of the State militia. This action created a stir within the military and caused many other states to ask what they could do to join the Union cause. By 1865, there were over 30 different units operating in Franklin County. National guard units fought throughout most of the Civil War and did not surrender until May 9th 1865 at Appomattox Court House in Virginia. Of particular note are two Sherman’s Marching Band unit’s which played pivotal roles during this time period; one playing at Gettysburg and another playing at Petersburg (now Petersburg Beach). Manyunits were disbanded or disbanded shortly afterwar ending but some managed to stay active into Reconstruction era (1868-1912). Franklin, Wisconsin is a small town in the eastern part of the U.S. state of Wisconsin. The population was 514 at the 2010 census. It is part of the Green Bay– Hudson County micropolitan statistical area. The village had a population of 709 as of the 2000 census. Franklin was platted in 1851 and named for Benjamin Franklin, an American statesman and Founding Father who lived in Philadelphia before returning to America in 1785 and becoming one of its first senators. The Village of Franklin began to form as a result of land purchases by residents from Rock Island Railroad Company president James Kline in 1854-55 and others who followed his lead to invest capital in land development throughout central Wisconsin following settlement by Europeans during the mid-19th century. A post office was established at Franklin on November 12, 1851, under the name "Rock Island." The first store opened there on July 1, 1852 with J.C. Beeman as proprietor; it closed about two years later due to financial difficulties caused by railroad competition and other factors including floods that destroyed much of downtown Rock Island early that year. By 1860, retail sales had increased sufficiently for a second store on Main Street which opened January 8, 1861 with GEO WILKERSON as proprietor; this store also failed within two years because too much business came from Rock Island's lace mills manufacturing artificial fabrics for clothing exports then being developed nearby at Menomonee Falls (now Milwaukee). In 1865, Prentice & Sons mercantile company moved into what is now First National Bank Building #2 on Main Street after purchasing adjoining property eastward from First National Bank building #1 which they used as their warehouse until 1903 when they built their own building adjacent to current bank building #3 on Ninth Avenue north side just west of Third Street where they continued doing business until 1966 when they sold their assets back to First National Bank Corporation which merged with American Express Company forming North Central Illinois Regional Banks Ltd.. In 1969-70 Prentice Bros., hardware stores started up along Third Street between Eighth Avenue and Ninth Avenue near present day South Park Boulevard although noHardware still stands today south side 3rd street between 8th avenue east side & 9th avenue
