By 1860 only about 60 people lived in downtown Vancouver while over 1,000 lived along Burrard Inlet outside its original bounds; this changed when Judge John Westlake developed gridiron plans for an Administrative District which divided residential areas into blocks or wards based on property values while also creating commercial districts near public services like marketplaces and libraries open to all residents regardless of social class or race (Lench v Mayoralty 1929). During World War II large amounts of munitions were produced at nearby Hecla Mines before moving into production at nearby Mount Graham Arsenal; however local citizens successfully opposed construction until 1944 when air attacks destroyed facilities inside town limits necessitating relocation inland away from potential targets hostile to American war efforts during wartime onwards until 1945 when production stopped again due to Allied bombing raids which killed many workers underground just weeks after reactors had come online providing energy for his new cityscape!
