In 1909, farmers George Waddell and Hiram Percy Maxim developed a small coal mine on their property which became the nucleus of what would become Tumwater. On December 6, 1912, a group of men from Tacoma organized to purchase land east of downtown for $1 per acre (later raised to $2). They named their new town after the Salmon River that flows through it. The discovery of oil in Alaska led to an increase in business and development in Tumwater as entrepreneurs came to exploit natural resources offshore. By 1915, development had brought more than 100 jobs to the town with companies such as Boeing and Microsoft locating there. In 1973, during the Nixon administration's "70s policy", Tumwater was placed within Seattle city limits without any vote by either city council or citizenry; this action outraged many residents who felt they were being taken advantage of by a larger municipality that did not share their interests. In 1916, World War I veteran John Duncan (1856-1945) donated land to build a military airfield adjacent to the town. The camp was designated P-2 Air Force Base and remains active to this day as Joint Base Lewis-McChord AFB. In 1951, Boeing Aviation Corporation leased land adjacent to P-2 Air Force Base for their new Everett factory; this facility would become known as Boeing Field after that company's merger with Northwest Airlines in 1971. The city of Tumwater was officially incorporated on December 15, 1907 under the name of North Bend City (after North Bend Township). It had a population of 602 when it became an incorporated city and grew rapidly thereafter through annexation of surrounding villages until reaching its current size of 29,664 residents as of 2010
