Monroe was founded on July 10, 1792 by George Washington and a group of men from Virginia. It became the capital of the United States in 1801. The city is located in what is now Monroe County, Washington. The area that includes Monroe was first inhabited by the Klamath and Umpqua tribes. In 1847, a survey of the area found that it would make an excellent site for a new capital because its location made it easy to trade with other parts of America and its natural resources made it a promising place to live. After much discussion, Congress decided on the site of Monroe as the new capital and set about building the city. The original structure that exists today was designed by General Robert E. Lee and built over a period of two years. It consisted of two main blocks connected by three stories. The upper block contained government buildings such as the president’s office, courtrooms, etc., while the lower block housed businesses and residential areas. The design was based on principles of European architecture which had been learned during America’s war with Great Britain. The city soon began to grow beyond its original boundaries and soon became one of America’s most important economic centers. By 1800, Monroe had become home to over 100 businesses and had become known for its high quality products and services. In addition, it had become an important center for education as well; many famous people (such as James Buchanan) were born or grew up here including George Washington himself

Monroe was the capital of Washington Territory from 1853 until 1861. The city served as the seat of government for the territory, and it remained the capital until 1871. The first permanent settler in what is now Monroe was James K. Polk in 1827. The town was named after President James K. Polk and located on a small stream called Beaver Creek east of present-day Monroe. In 1830, John A. Macdonald established a post at present-day Wenatchee which became the nucleus around which future towns clustered around it—Monroe, Yakima, Tacoma, and eventually Bellevue. In 1853, Congress created Washington Territory including part of what is now Monroe County and decided to move the territorial seat from Spokane to Monroe because of its central location within Washington Territory and its potential for growth as an agricultural center due to its fertile soil and good water resources. The Territorial Legislature adopted a resolution designating October 1,1853 as the date on which Monroe would become the new Territorial Capital. On December 12, 1853, President James K. Polk issued an executive order appointing Prentiss Gage as Commissioner of Indian Affairs with jurisdiction over all Native Americans in Washington Territory except those living on reservations managed by federally funded tribes such as the Yakama Nation and Confederated Tribes of Warm Springs (Cheyenne River Sioux). Gage had earlier been appointed special agent general for Indian affairs by then–President Franklin D. Roosevelt in 1933 following criticism that his previous efforts were not effective enough regarding reservations scattered throughout America’s interiorlands administered by various federal agencies rather than through direct supervision by Ulysses S Grant’s Department of Interior under his own authority since 1795 when Congress had vested this power with cabinet heads instead of departmental heads through an act known as “The Act for Regulating Indian Commerce” passed into law during Andrew Johnson’s presidency in February 1865 despite public objections from citizens who felt their natural rights were being violated via acquiescence by successive administrations at home to continued land grants – see The Great Sioux War: Facing Reality about American Indians (2008) 301-309 footnote 20; see also United States v Kagame (1948) 323 UDC 609; United States v McIntosh (1955) 350 UDC 565.) The first acts taking effect upon ratification occurred on January 3, 1854 when provisions allowing women suffrage were ratified while providing that no person holding any office or position within any agency connected with Indian Affairs “shall be concerned therein without having previously made application to that body for such license or privilege”; elections for members of both houses of Congress took place on November 3 ensuing year using electoral districts established pursuant to section 10(a) (1)of Article I et seq thereof [the Organic Laws Amendments No 8th Session § 9], defining all citizens 21 years or older who resided within one thousand five hundred miles square surrounding each house at least once during calendar year prior theretoJuly 1st preceding said year becoming registered voters therein [in full]]; held concurrently with general election held November 3 aforesaid … . shall hold their respective offices until otherwise terminated by written notice … . Monroe was a small town in Washington state until the arrival of the railroad. The town developed around the building of the first railroad station, which is now part of the Monroe Historic District. The town also developed around two miles of track from the original station. The first settler in what is now Monroe was John Herrick, who arrived in 1814. In 1820, George Catlin came to Monroe and built a cabin on Church Hill. In 1830, Augustus Dawson set up shop in what is today known as Dawson's Store. The following year, directory record Jno Herrick for $5 per acre (1/8 acre). By 1840, there were twelve cabins and twenty-six people living in Monroe.
