At Puget Sound Naval Yard, Rear Admiral Wickersham developed plans for increased production at the then new Royal Navy dockyards ashore in England because he believed that American ships could not compete with British ships due to their superior design quality materials. However, Kenmore gradually regained its economic footing with the addition of several small businesses such as a clothing store and grocery store in 1945 and 1946 respectively. By 1960, however, much of the postwar development had taken place outside the town limits; Kenmore's population only reached 7600 by that point. During most of the 21st century there has been significant growth within town boundaries: The number of homes built between 2000-2010 grew from 6% to 10%, while jobs have increased from 5% to 25%. Overall though joblessness remains high (11%) due largely to low wages available withintown limits while also limiting access to services such as transportation or social activities outside town limits
