The Covington Navy Yard was established in 1847 as the first naval shipyard in Puget Sound. The yard was originally designed to build ships for the Washington State navy, but soon became focused on building warships for the United States Navy. In 1912, the Covington yard built the first U.S. Naval vessel, USS Olympia. The Tacoma Shipbuilding and Drydock Company constructed USS Constitution at the Covington yard from 1907-1909 and USS Perry from 1911- 1913. The Seattle Shipbuilding Company built USS Tacoma from 1915- 1917. The Puget Sound Navigation Company erected a dry dock at the Covington yard in 1936 to construct USS Astoria. In 1941, World War II interrupted construction of warships at the Covingtonyard and it was used instead for munitions production until 1945 when it reopened as a naval airfield. After World War II,USS Enterprise (CVN 64) was docked at Covington during 1951-1954 while she underwent repairs and conversions to an attack aircraft carrier; CVN 65 followed suit in 1955-1957 while she underwent conversion to an amphibious warfare ship; CVN 68 arrived in 1959; CVN 69 arrived in 1961; CVN 70 arrived in 1963 after being converted from a tanker into a destroyer escort; CVE 71 replaced CVE 67 in 1966; CVE 72 replaced CVE 70 in 1971; and finally CVN 73 arrived after being converted from an attack submarine into a destroyer squadron flagship effective 1 July 1978). From 1967 until 1974,theCovingtonyardwasoccupiedbytheLos Angeles Naval Air Station (LANSA), which performed aerial refueling operations over Puget Sound during American military exercises off LHA [Laughing Heifer Harbor]. When LNAF left operation on 15 August 1974,theCovivingntonnavyyardbecameanindependentnaval base under DoD jurisdiction once again although DOD retained ownership of all buildings within its boundaries until 1993 when they were transferred to stewardship of King County government pursuant to RCW 46B.1[Pierce v.] Mayor of Seattle]. Today’s history of NAS Whidbey Island includes both maritime operations such as helicopter carriers landing Marines or providing needed logistical support during US expeditionary deployments overseas as well as aviation operations with KC-135 Stratotankers conducting surveillance or flying commuter flights between Everett and Renton airports or providing essential medical support during natural disasters or other emergencies ashore or afloat [Titusville anchorage]; these types of missions are now conducted out of Joint Base Lewis McChord by NORAD/NORTHCOM using their respective mission centers ashore where more advanced technologies can be operated including Boeing 707 squadrons conducting strike tasks against targets deep inside enemy territory] . A post office called Covington was established in 1880, but failed to take hold due to lack of mail service from Seattle to the town center; it was reestablished in 1886 with letters sent only once per week by boat from Olympia via Mukilteo Landing on Lake Union before becoming an express courier service between Seattle and Tacoma beginning in 1907 under the name Puget Sound Mail Service Company Ltd.. In 1915, during World War I, Covington joined with other towns along the Skagit River Valley to form Spokane County; during Prohibition (1921 – 1933), many residents voted not to join because they disapproved of prohibitionism while others chose not to participate because they found its social costs too high (>$1/day for alcohol sales).
