The Norfolk Naval Shipyard was founded in 1887 as the Portsmouth Navy Yard. It was renamed the Norfolk Naval Shipyard in 1915 and became one of the United States Military's largest shipyards. The yard produced more than 200 warships during World War II, including some of the heaviest and most powerful vessels in the navy. In 1994, the naval shipyard closed its doors for good after a century of operation. Today, it is home to Benjamin Franklin University's School of Marine Science and Technology.

Norfolk is a city in the Commonwealth of Virginia and the largest in Hampton Roads. The population was 204,818 at the 2010 census, making it the fourth-largest city in Virginia Beach and Norfolk counties. It is also one of two cities located entirely within Norfolk County (the other being Portsmouth). Norfolk has a rich history dating back to its founding as an English town on Georges River in 1692. The city's first mayor was John Smith, who served from 1704 to 1711. During the American Revolution, Norfolk supported the Continental cause and lent its support to George Washington throughout the conflict. After America's independence was ratified, General Thomas Paine visited Norfolk during his military campaign against British forces in 1781 and praised its harbor for its "keenness of observation." In 1849, Mayor James Fenton hosted a reception for Ulysses S. Grant during his visit to Hampton Roads. The community of modern-day Norwich came about as a result of streetcar development along nearby Route 20 in 1924. At that time, local businesses began wanting access to high-speed transportation which would make them more accessible downtown and southern areas around the harbor area. To provide this service, Norfolk Electric Railway Company constructed a new streetcar line between downtown and eastern neighborhoods such as Eastnor Heights and West Norwood. Today, Norwich enjoys high ridership rates due to its easy access by transit system; there are no public buses or tubes available within walking distance of most residents' homes or workplaces. During World War II, millions of dollars were invested into shipbuilding at Elizabeth City Naval Shipyard on Elizabeth River east of Norwich center while munitions production took place further west on I-95 near exit 33A/Uptown Expressway (now I-395). The Elizabeth City facility produced over 1 million tons of munitions before it closed in 1945; however many tonnes still remain buried under soil today thanks to dredging operations undertaken since then! Today much residential development takes place around both HarborCenter Mall & Downtown Crossing - 2 large complexes built with private money just south & east of center respectively - creating huge job concentrations immediately adjacent thereto - NOTHING having been done about streetcar removal (& replacement) [& cleanups] ALL along route 20 corridor… [to keep things] “local” … yet all these things happen only because people want them to!
