The history of the Blacksburg Police Department is one that dates back to 1868. The department was formed as a result of the integration of the Virginia Military Institute and Blacksburg College into the University of Virginia. It wasn't until after World War II that black officers began to be hired on a regular basis. In 1949, black officers were allowed to serve in sworn law enforcement roles without prior training. Blacksburg is a small town in Virginia, United States. The population was 9,898 at the 2010 census. It is the county seat of Albemarle County and part of the Roanoke Valley region. The first permanent European settlement in what is now Blacksburg was made in 1736 by Captain James Cook and his exploring party on HMS "Endeavour". In 1738, John Marshall founded a community called New Bern on land that he had acquired from Sir Walter Raleigh. It became known as Marshall's Landing after General George Washington's visit there in 1799. The town of Blacksburg was founded on April 20, 1800, by Colonel William Blackstone Jr., father of William Blackstone III, who later served as Governor of Virginia. The original name for the town was "Newbern." On December 13, 1802, it changed to Blacksburg after being approved by the General Assembly of Virginia under direction of Governor Robert Eager Morton. At this time Blacksburg had a population Of 10 residents and consisted only of buildings located near Five Points Creek along Upson Road (now Winchester Boulevard). On October 21st 1805 an act was passed by the General Assembly changing both towns' names to their current forms: Blacksburg and Albemarle County - both effective January 1st 1806 In 1830s-1840s many African Americans immigrated to what would be Albemarle County from all over America looking for opportunity and freedom; they were often referred to as 'Carpetbaggers'. As black Americans began to gain legal rights following Reconstruction in America during which white Southerners lost their power due to new legislation such as Jim Crow laws - most blacks left for northern states such as North Carolina or Maryland where opportunities were better open door policies with lower crime rates etc

Blacksburg is a small town in Loudoun County, Virginia, United States. It is the home of the University of Virginia and adjacent to the town's largest shopping center. The first Europeans to visit what is now Blacksburg were traders from Jamestown who landed there on July 4, 1619. They were looking for a new land to colonize after their successful return from England with news that Bermuda was available as an English colony. The first black person born in America was probably John Smith who settled in Loudoun County in 1731. He may have been the son of Virginian James Smith who had emigrated from Barbados two years earlier with his family and several slaves. By 1738, all white males over sixteen had to inhabit a free or slave-free township which they called Elizabethtown (now Elizabeth City). In 1781, during the American Revolutionary War, General George Washington's army captured Jamestown and burned it to the ground; this event marked independence for Blacksburg as well as other towns throughout Virginia. Aftermath of the Revolution saw increased British activity throughout Virginia; including raids into Blacksburg where many refugees found refuge. Tobacco farming became an important industry in Blacksburg during this time and continue to be so today although production has decreased since 2000 due to market saturation by lower priced alternatives such as genetically modified crops/pesticides etc.. African Americans began working here beginning before emancipation in 1865 when they were brought over via Union labor camps following Abraham Lincoln's Emancipation Proclamation (January 1st). Prior to that date they were owned by planters or landowners - typically men - and worked either on subsistence farms or through indentured servitude until freedmen could own property and vote themselves individual contracts of apprenticeship/service under contract law known as “contract slavery” which continued until about 1868 when all blacks had become citizens withoutcolored passports or social security numbers like whites did.. In 1870–71 prominent lawyer Thomas Higginson represented some 400 black seamen employed aboard HMS Victory during her passage through Chesapeake Bay en route from Liverpool Britainto Baltimore USWhen their captain refused certification for safety reasons then Higginson immediately filed a court action against him resultingin victory forthe seamen &Higginson $50000 + costs . This case & subsequent examples illustrates how legal action could successfully challenge racist practices&resultin positive change even when legal challenges seemed unlikely
