It is the county seat and largest city in Weber County. Orem has a temperate climate with cold winters and hot summers. The area that now makes up Orem was first settled by the Ute people in the late 1800s. The name "Orem" means "place of many waters." According to local legend, early Mormons found water near what is now downtown Orem while prospecting for oil and gas resources during the 1920s. They named their new settlement after Joseph Smith's brother-in-law, Brigham Young's father-in-law Oliver Cowdery. In 1869 Brigham Young organized the LDS Church on private land east of Salt Lake City and called it Zion; Orson Pratt chose this name for his own town site just south of Ogden Valley because he thought it would be more likely to receive mail from travelers headed west than Provo or Loganville (which were then known as "the two small towns"). The cornerstone for Zion was laid on December 15, 1870 by President Brigham Young himself. In 1881–82 another major development took place when Ogden Railway Company built a line connecting Salt Lake City with Eastern Utah via Orem – making it possible for goods traffic to bypass Nauvoo Junction on Interstate 15 entirely!
