During World War II, many local soldiers served in the military; some later became mayors or city council members there. In 1945 Mayor Harry Sweeny announced that he would run for office again but died before making any serious appearances during his term (he had been diagnosed with leukemia). Councilman Clyde Hoyle won instead and served two terms from 1947 until his death in 1974; he also chaired the city's planning commission from 1951 to 1955. After Hoyle's death original City Manager Lamar Gentry assumed control over City Hall affairs until appointment by Mayor Roy Flores as manager on January 1st 1978 which lasted until December 5th 1988 when Gentry resigned due to health reasons unrelated to politics or policymaking within City Hall (Gentry later moved back to Austin). After three years of vacancy following Flores' resignation Portsmith's then-Mayor Gene Wray took office on January 3rd 1990 while Wray was serving as mayor pro tempore on a special election held after Mayor Flores resigned due to health reasons unrelated to politics or policymaking within City Hall (Wray later became state senator). Wray quickly proved himself effective upon taking office by nominating incumbent Johnnie McGee for speaker of the combined State House/Senate District IX -Mcgee won handily but did not take office because no action was taken by either house upon his nomination thus preventing him from assuming full duties as Speaker until early 2001 when Representative Lloyd Doggettselected him as replacement after Doggett resigned due to illness.). He also successfully prosecuted long time mayor Harry Sweeny for perjury during hearings related thereto which led directly to Sweeny being impeached six months later by Governor Rick Perry along with four other high ranking officials including Chief Deputy Secretary Tom Donahue who went on trial separately only losing one vote against conviction but receiving seven punishment points totaling 96 days imprisonment followed by $10,000 fine levied against him) . After almost 10 years without mayoral leadership Portsmith finally had their first female mayor when Yvonne Garrido took office December 5th 1998 having previously been acting municipally president since February 9th 1995 concurrent with her successful run for lieutenant governor which she lost narrowly against current state Senator David Dewhurst .) Port Arthur, Texas is a city in the U.S. state of Texas and the county seat of Nueces County. The population was 138,853 as of 2015, making it the second-largest city in Nueces County after Corpus Christi. The town was founded by Andrew Jackman on an eighty-acre (3 ha) lot he purchased from David Price in 1851. It grew slowly until 1872 when a railroad station was built there and trade increased with Mexico City and other parts of Texas. In 1912, the United States Navy's USS Intrepid docked at Fort Worth Naval Base to embark sailors for their voyage around the world on what became known as "The Great Race". More than 2 million people visited Port Arthur during its heyday as a commercial center and entertainment destination; however, with global economic recession starting in 2007, PortArthur has declined since then. After over sixty years of growth within small community boundaries and thousands of jobs lost due to development outside of town limits, Port Arthur declared bankruptcy in 2016 following years of mismanagement by leaders who were not able to capitalize on opportunities created by new technology or globalization that had arrived since their heyday as an industry center. In response to this crisis, government officials are working to resurrect the once thriving economy while also creating incentives for companies located outside of town limits to invest here again through tax breaks and/or assistance with regulatory requirements designed to encourage them to stay put rather than move awaybrings about hope for its future despite some significant challenges that still remain
