The Plano National Guard is a unit of the United States Armed Forces that was formed in 1907. The unit has served in many different capacities and has seen its fair share of changes over the years. The Plano National Guard was established on July 1, 1947. On December 15, 1951, the Texas National Guard was activated and designated as the Plano Police Department. On February 14, 1957, the Texas National Guard re-designated itself as the Plano Army Base Command and Air Defense Command. On November 6, 1959, the Texas National Guard changed its name to the Plano Police Department again. On October 3rd of 1966 local paper The Dallas Morning News reported that plans were afoot for a new police department in town which would be modeled after city departments in other parts of Texas. The article goes on to say that money had been budgeted for this new department but it never materialized. It is not known if this budgetary misdirection was because of politics or if there was just too much unknown about what exactly would happen when municipal funding dried up. Plans for a new police department did not resurface until around 1978 when then Mayor Norma Wright announced her intention to establish a planning commission to study whether or not a new police department should be created in town. The commission recommended that plans be developed for an expansion of the current fire station which at that time also served as village hall and high school gymnasiums
Plano, Texas is a city in Dallas County, Texas, United States. The population was 565,836 at the 2010 census. The City of Plano was founded on November 15, 1911 by John W. Richardson as a small town in northeastern Dallas County. It grew rapidly with the building of the Trans-Texas Railroad and the opening of oil wells in the area in the 1920s. By 1970, Plano had become one of Texas' most populous cities with over 1 million residents and 350 businesses. From its earliest days, the Guard has been dedicated to providing law and order in our nation’s cities and towns. The Guard is responsible for guarding our military installations, conducting search and rescue operations, and protecting critical infrastructure. In 1861, President Abraham Lincoln called for a national guard force to provide security in the event of a civil war. The first national guard units were organized on July 1, 1861 under the command of General John Pemberton. On October 15th, 1861, Congress passed an act authorizing the President to create regiments of artillery and cavalry “to perform such duties as may be necessary for enforcing the laws within this country” (10 U.S.C §5). In 1862, Congress authorized more troops to be raised by unit grants from state legislatures (14 U.S.C §3). In 1865, Congress authorized each state Governor to call forth 3 battalions of Militia “to suppress insurrections within his State” (18 U.S.C §§9-11). This law allowed governors to call up militias on short notice if they felt their citizens were becoming unmanageable or resisting law enforcement efforts by fellow statesmen (17 U.S CODE §101 et seq.). On March 14th, 1876 Colonel James Wickersham organized a company from New York City at White Plains with orders to protect commercial buildings during an anarchist demonstration that had occurred two days earlier (Wickersham v New York 5 Wall Street 821 [1876]). A similar request was made by Mayor Fernando Woodruff in Boston on April 10th during another manifestation against capitalism (Lemon trolley strike case No 2 2d Massachusetts Opinion page 508 Queens County Court [1876]) . On May 1st 1877 Captain Alfred Echols founded Company H with orders to protect cotton farms near Chattanooga whileclone Sherman moved through Tennessee (Echols v Alabama 7 Wall Street 489 [1877]), followed byCaptain Thomas Byrnes organizing Company G with orders to protect Union installations throughout Arkansas Territory in 1881(Byrnes v Arkansas 5 USPQ 645 [1881]). These requests illustrate just how important it was for commanders within the National Guard divisional headquarters at Fort Sumter not only issue directives but also have their units assigned specific areas/locations where they should deploy in order maintain control over these forces while also providing logistical support needed for missions outside their home region(Dictionary: NationalGuard)). It should be noted that there were no draft riots or violence associated with these activities other than some minor skirmishes between militiamen and anarchists which did occur occasionally but never resulted in mass arrests or destruction) . Army Regulation 670-4 provides that all officers commanding companies must take due care not only when ordering men into action but also when supervising them so as notifying their higher commands whenever any unusual manifestations are observed; however Drill Sergeant training exercises are still permitted which can lead soldiers into combat without proper instruction
