Morgan and other investors from New York City as a small town called Rutherford Station to support the construction of a federal weapons plant in nearby Knoxville. It grew rapidly after World War I when production at the weapons plant increased and new housing developments were built; in 1925 it became an incorporated municipality with a mayor and council system under which it continued to grow until annexation by Knoxville in 1909. Oak Ridge was named for General James Worthy Oakley who commanded American forces during the Spanish-American War and who served as military governor of Puerto Rico following its independence from Spain. In 1885 Oakley had been appointed commissioner of public works for Hardin County by Governor John Coker and began work on building what would become known as "The White House" – an experimental cotton gin that used natural gas to power itself – at what is now Seventh Street South in downtown Oak Ridge. The first phase of this project cost $4 million and was completed in 1886; Phase Two (1887–1892) added two more cotton gins, each with a capacity of 100 bales per day (2 dozen per hour). During World War II thousands of workers from all over America contributed their skills to build four plutonium plants located near Oak Ridge: Hanford Site #1 (1941), Hanford Site #2 (1942), Three Mile Island Unit 1 (1979), and Three Mile Island Unit 2 (1980). These plants manufactured plutonium for use in atomic bombs but ultimately failed because they produced too much plutonium-239 instead of uranium-238 which would have created fission products that could have dangerous consequences if released into the environment. As a result, they are considered among history's most significant technological failures. Today there are only few remnants remaining from thesefailed nuclear reactors around town such as three leadypes found next door to Oneida Lake where Chernobyl exploded( 1986 ), an old transformer still standing next to 7th Street SqS where Three Mile Island happened( 1979 ),and somepaint cans still left over from early days at Hanford Site like this one at 9th Ave NE
