When Portales, New Mexico became a town in 1907, it had few police officers. But by 1916, the town had hired two policemen and by 1923, they had four. The first officer on the force was named George A. Bowers and he served until he retired in 1934. The second on-duty policeman was named Charles Fenton and he served until his retirement in 1951. It wasn't until 1978 that a new officer was hired to serve as the police chief. That person is currently nameedin James W. Hickey Jr.. In 1990, the city of Portales began providing patrol officers for the village of La Harpe which is located about 15 miles south of the town limits. In recent years, there has been an increase in crime in Portales so Mayor Hickey has decided to provide more patrol officers to helpcombat this problem. Currently, there are six sworn officers working for the city of Portales and one civilian employee who provides support services such as patrolling and communications within the village of La Harpe

Portales, New Mexico is a small town in the Mexican state of Chihuahua. The population was 5,865 as of 2010. It is the county seat for San Miguel County. The name "Portales" comes from the Nahuatl word "hachichihaua", meaning "place where maize grows". The first Europeans to visit Portales were Don Diego de Alvarado and his men on October 25, 1536. They were looking for a place to winter before moving on to Pueblo de Obispo in 1540. After several months of exploration, Alvarado found an area that would make a good site for a new town: an area around the present-day intersection of I-25 and US-66 known as Hacienda de las Flores (Hacienda of Flowers). This spot became known as Portales because it had rich maizefields and flowers grew thereabouts. The foundations for what would become Portales were laid by José Joaquín de la Cruz y Padilla in 1768; he was one of the founders of Tejasco, now part of Monterrey. When Antonio Armijo became governor of Chihuahua in 1821, he decided to move the capital from Huixtla to Tlaxcala so that government business could be conducted more efficiently there. In 1824, Governor Armijo founded Ciudad Juárez (later Mexico City), which served as the administrative center until 1828 when Tepetlán becameGovernorate (the present day city of Chihuahua). On July 8, 1830 artist Francisco Goya arrived at what is now Paso Robles en route from Zacatecas with plans to photograph mountains near Coyote Springs but instead discovered farming villages and began painting them while driving overland through Morelos Province en route back home. He called these pictures El País Novísimo (New Country). In 1835 La Venta's governor Agustín Castro recommended that Portales be established as an official seat within San Miguel County due to its strategic location between Huixtla and Tepetlán on both sides of I-25 and its proximity to other important towns such as Taxco and Ciudad Juárez. The recommendation was accepted by General Jesús del Carmen Castillo y Herrera who ordered Captain Fernando Vargas Trujillo to establish it on November 14th following a victory over Spanish forces at el Palo Alto Bridge over Ute Creek just south of modern day Tecate City." On January 1st 1839 Father Francisco Javier Urrutia Sánchez arrived with his community Buenaventura de los Angeles From this point forward San Miguel County continued expanding eastward into what is today Durango ceded by Texas in 1850 becoming parts Of Coahuila Territory

In 1546, Francisco Vasquez de Coronado explored the area and found that it was then part of the Mexican Empire. The next year, Diego de Alvarado discovered El Paso del Norte (the present-day town of El Paso), which led to more exploration in this region. In 1614, Fray Marcos de Niza arrived at San Miguelito on the Rio Grande and named it after St. Michael's Archangel. The name stuck, and because of it, Portales became known as "Los Angeles" or "Mexico City."
