Naval ships have been a part of the Deming Naval Shipyard for over seventy years. The Navy’s primary intent has always been to provide maritime protection and support for the local community. The Deming Naval Yard was founded in 1898 by Rear Admiral John J. Pershing as a naval base for the Treaty of Paris following World War I. In 1924, it became the Navy Base and Naval Air Station Deming. The name was changed to the Navy Annex on Oct. 1, 1951, due to increased activity at the station and demotion of Naval Base Deming as a subordinate military installation within Defense Department headquarters. The Navy Annex became an independent installation under command of Commander inChief U.S Pacific Fleet on Feb. 14, 1959 when Headquarters United States Pacific Fleet moved from San Diego to Pearl Harbor, Hawaii. On Augmented Authority No. 3 dated Dec 25, 1969 transferred control of the installations from Commander in Chief U S Pacific Fleet to Deputy Commander Fifth Fleet based at Yokosuka Japan effective Jan 1, 1970; concurrently activated demotion of Naval Base Deming from subordinate naval installation status within Defense Department headquarters to commander's own separate organization with responsibility for all activities afloat including air operations ashore; however remaining subordinate thereto with respect to authority and responsibilities for naval forces stationed ashore during peacetime (i) through Separate Command Plan (C5-P3)/Separate Staff Plan Jul 1974 thru present which authorizes commanders Fifth Fleet and Seventh Fleet respective operational commands ashore during peacetime; (ii) through certain cooperative arrangements between various commands concerned whereby commanders Fifth Fleet and Seventh Fleet share certain capabilities necessary for their combined operations; On Mar 15th, 1971 Commodore Sheppard relieved Commodore William Halsey as commanding officer First Naval District pending appointment of a new commanding officer who would assume command July 1st upon Commodore Sheppard's departure on leave after 34 years service with Squadron One "Deming" which ended its active duty streak at that time having been reactivated Apr 2nd 1944 From decommissioned USS Conestoga (LHD-7) Now USS Guam Withdrawn From Service Nov 28th 1972 As At sea May 12th 1973 she arrived back homeport San Diego having served over 6 years since being withdrawn from service
