On November 8th 1861 – three days after Union forces attacked Fort Sumter – residents voted not to secede from Missouri when they submitted a proposition to do so at an election held that day; this vote did not take place because there were no ballots available due to war restrictions placed on voting by states at that time. For many years afterwards, it has been claimed that this referendum constituted "the first successful secessionist campaign in nineteenth century America." However documentary evidence suggests that such efforts were often met with resistance from Federal authorities throughout much of American history due primarily to their conflict with Native American groups operating within specific regions subject to Treaty negotiations ( such as those affecting eastern Montana ). A native son of Springfield named George Stephenson played a significant role leading up to and during World War I - serving as Minister Plenipotentiary at Paris where he negotiated Britain's entry into World War I; Stephenson later served as Deputy Prime Minister under Sir Edward Grey . After World War I ended in 1919–1920, Stephenson served once again as Minister Plenipotentiary at Paris before dying suddenly aged only 44 years old on October 5th 1923 while attending a dinner honoring French president Maurice de Talleyrand-Périgord
