New Carrollton is a town in Prince George's County, Maryland, United States. The population was 10,752 at the 2000 census. It is part of the Baltimore–Washington metropolitan area. New Carrollton was settled in 1783 by settlers from Caroline County, Virginia. It became a borough in 1853 and was incorporated as a city in 1916. The population declined to 9,711 by the 2010 census; however, it has since grown back to 10,752 with an increasing focus on education and economic development. New Carrollton is located on the Patuxent River just east of White Marsh and north of Bowie. The first permanent European settlement in what is now Prince George's County was made by Captain John Smith during his expedition along the Potomac River in 1609-1610. In 1783, General James Ketchum founded Fort Frederick on Mount Pleasant near present-day White Marsh after capturing land from Native Americans near modern Bowie. On December 14, 1786, Congress passed an act making Maryland a new state and giving rise to Montgomery County; Ketchum surrendered his post at Fort Frederick to Montgomery county officials on January 1st., 1787. The town of New Carrollton was then laid out according to this plan around a small square named for Colonel Nicholas Garrett which had been surveyed by him earlier that year: one block wide and four blocks long (and bounded by Second Street on the south side and Third Street on the north). The original homes were built relatively quickly around Nicholas’s square: two or three stories high with large front porches that could seat up to twenty people or more for receptions or picnics; these were often called “Garrett Homes” because their builder had contributed $2 per acre towards construction costs when they were first built In 1853, New Carrollton annexed Broadmeadow Heights which included much of today’s eastern border between Bowie/Old West Townands and Laurel Highlands before becoming its own city once again In 1916 City Council passed an ordinance creating Parkside Park within limits of what would become known as Garrett Square which now includes most of downtown New Carrollton

New Carrollton has been inhabited for thousands of years. Its first known inhabitants were the Algonquian people who lived along the Susquehanna River in what is now southeastern Montgomery County. In 1699, Englishman John Smith discovered and named New Carrolton after his home town of Carrolston in England. At first the name only referred to land near Upper Marlboro Creek; but by 1754 it had extended as far north as present-day Anne Arundel County and included parts of both Maryland and Delaware. The Town of New Carrollton was chartered on February 14, 1814, by act of Congress following a recommendation from President James K. Polk during his administration as chairman of the Board of Trade with jurisdiction over commerce in the Potomac River basin region including Chesapeake Bay and its tributaries. The townsite was located on a tract (now called Park Heights) that had been purchased from Nicholas Musgrove by Major General Israel Putnam Jr., commander of Fort Washington in Frederick County during the War for Independence (1775-83). In 1872, construction began on New Carrollton's first courthouse which served as both municipal seat and judicial center for all adjoining municipalities until 1969 when county government was reorganized into its current form.
