Cumberland, Maryland is a small town in central Maryland. The population was 9,711 at the 2010 census. It is the county seat of Cumberland County and has a total area of just under square miles. The name Cumberland comes from the Algonquian word "kur-bis," meaning "the place where Birch trees grow." In 1758, John Churchill, 1st Duke of Marlborough built his mansion on land that now includes Cumberland Park. The town was first called Newbern after General Nathaniel Northnold's home in England. In 1812, during the War for Independence, General David Forbes captured Fort Harrison and moved its cannons to Cumberland Park. In 1876, when Prince George Washington's family moved from Georgetown to Mount Vernon and associated themselves with Cumberland County as proprietors/owners of land north of the Potomac River, they donated land to build a new courthouse and jail on First Street in downtown Cumberland. The first court building in Cumberland County was dedicated on October 12th, 1876 by Mrs. Anna Szegell Wyeth. In 1903–1904 an addition was made to this courthouse which included a gymnasium and an armory used by the county sheriff’s department until that organization disbanded in 1996 In 1912–1913 construction began on what is now known as Courthouse Square which included all five buildings that make up today’s Courthouse Annex: Administration Building (now Judicial Branch Conference Room), Court House (formerly Jail Annex), Post Office and Mayor’s Office Building (now City Hall). This project cost $350,000 ($ in 2009) and took two years to complete; it opened July 11th 1913 On November 3rd 1916 President Woodrow Wilson visited Cumberland County for three days at Downingtown Golf Course before traveling en route to Lexington for his inauguration . On February 6th 1917 Congress passed legislation creating Surrogate Courts with jurisdiction over all matters not currently within federal courts or state courts . On March 4th 1917 James Mclntyre became our first Surrogate Judge . Two years later on May 2nd 1919 Surrogate Judges were appointed throughout Maryland by Act No., 139TH Congress , Public Law 97-239 . These judges had full power over judicial proceedings but were limited only to civil cases “and such other actions or proceedings as may be incidental thereto” ..... One year later on October 15th 1920 extensions were given to these powers through An act entitled “An act supplementary thereto providing for Power of Attorney thereinwith special reference To Certain Cases Reserved Bylawed At Great Britain And Ireland,. etc.. etc..” This act granted same powers throughout Maryland excepting Anne Arundel & Baltimore counties who continued to have their own Surrogate Judges
