Cumberland, Maryland is a town and county in the U.S. state of Maryland. The population was 5,821 at the 2010 census, down from 7,052 at the 2000 census. Cumberland is located northwest of Washington D.C., on the Potomac River between Frederick and Montgomery Counties and is bordered by Anne Arundel County to the east, Howard County to the south-east, and Prince George's County to the west. The towns of Cumberland Heights to the north-west and Parkersburg to the south-west are also part of its boundaries. The first European settlement in what is now Cumberland was by John Smith in 1676 as "New Kent". In 1758 Governor James Kieft established Cumberland Manor as an estate within Frederick County for one Sir William Fairfax who had been appointed surveyor general for that area. By 1784 much of present day Cumberland had been organized as a township under Edward Brooke which became a full county in 1836 with land grants from King George III. In 1868 it merged with nearby Anne Arundel County to form what is nowMaryland Central Railroad Company vd Bechtel Incorporated Case No 990 USTC Patents 301927 Land Grant hearing October 8th 1886 The original courthouse was built on Capitol Hill between 1885 and 1888 by Joseph Pemberton Jr.. It burned down in 1889 but replaced by another courthouse built on land donated by Judge Augustus Mifflin which still stands today (rebuilt 2006). The old courthouse served as home courtrooms for both Anne Arundel County Circuit Court (1889–1914) and Prince George's County Circuit Court (1914–present). In 1902 President Theodore Roosevelt dedicated a new park outside of town on Constitution Avenue called "Thousand Island" after General Hugh Silliman who had served during World War I as Commanding Officer of American Expeditionary Forces in Europe - this park eventually became known as Ford Park after Henry Ford who donated money for its construction In 1908 Congress authorized creation of an agricultural experiment station named "National Agricultural Research Station" along with two other stations – one near Harford Junction in Howard County (later renamed Bowie National Airport)and one near Annapolis Junction in Prince George's County – these two stations later became part of University Park(now Johns Hopkins University.) This same year Cumberland received its own hospital – Stenhouse Memorial Hospital – opening on North Capitol Street just east of Constitution Avenue Ulysses S. Grant visited Cumberland twice while he was president including a visit on November 10th 1865 when he delivered his Gettysburg Address; he then made his way back upriver to Frederick where he stayed until December 4th 1865 before returning downstream again One local legend has it that Abraham Lincoln once spent time at Stenhouse Memorial Hospital while awaiting surgery; some say this event motivated him to run for office John Faulds operated a sawmill here until 1909 when it closed because competition from larger mills led competitors such as Joplin Mills & Sawmills Incorporated into shutting down their operations all over America . In 1911 C&O Canal began serving Horseheads Falls upstream from town making this mill redundant however it reopened soon afterward with new equipment due largely to efforts by local businessmen Harry Waddell & Clarence Hargrave
