The National Guard of Atchison, Kansas was organized on July 1, 1861. The first unit to be raised in the city was Company D of the First Kansas Infantry Regiment and it served for a year. On November 1, 1861, the 2nd Kansas Infantry Regiment was organized in City Hall and its first company was present at the Battle of Peoria. On January 25, 1862, Brigadier General James H. Potter ordered all units of the National Guard in central Kansas to assemble at Topeka under his command. There they were inspected by Major General John Custer before being sent north to join General George Meade’s army outside Ofalia. In early 1863, General Meade ordered all National Guardsmen stationed along the Missouri River east of St. Louis to withdraw upstream and re-enlist with him. This caused some friction between General Potter and Major General John Sibley because each felt that he had been given an order rather than a request from their commander-in-chief.
