Council Bluffs, Iowa is a town in the US state of Iowa and the county seat of Emmetsburg. It was founded in 1845 by Captain John Winters as a trading post on the Mississippi River. The current building was built in 1906 as the Post Office Building. The first military unit to be stationed in Council Bluffs was the 5th Cavalry Regiment, which arrived from Fort Dodge, Iowa on July 4, 1862. The town became an important center for wagon traffic on the Mississippi River due to its location at one of two crossing points for that route. In 1868, a railroad station was built and it served as an important transportation hub until 1971 when Amtrak took over operation of that service. The town also developed into a center for agricultural production with several large grain elevators being built between 1870 and 1915. In World War I, Council Bluffs played an important role in supporting military operations along the Front Line. On January 15, 1916, General John J Pershing made his famous speech at McCain Auditorium (now located within City Hall) thanking residents for their support during World War I. That year also saw the beginning of what would become known as "the Christmas season" in Council Bluffs because gifts were brought into city hall during that time period to be exchanged with local families for food donations needed by troops fighting overseas. In World War II, Council Bluffs again played an important role in supporting military operations along the Front Line as well as supplying goods and services to local residents throughout the war effort including providing nearly 2 million meals through various charities and events such as Thanksgivings or Christmas Day drives alone. In 1945, after Japan's surrender, Mayor Harry Heineman presented President Franklin D Roosevelt with a gift consisting of 9 acres (3 hectares) of land adjacent to downtown Council Bluffsalong with $25000 worth of equipment for use by United States forces occupation authorities upon Japanese withdrawal from mainland Asia. This gift remains one of councilors most cherished memories because it helped establish downtown area near city hall where many businesses now operate today including KFC/Papa John's Pizza & Subs., First National Bank & Trust Company., Sears & Roebuck departments store., etc..

The first Europeans to visit Council Bluffs were French traders in 1795. The town was chartered on February 15, 1836, by a group of men from Council Bluffs who were dissatisfied with the state government’s plans for the area. The original City Hall was built on what is now Main Street and it served as the home of the city until 1907. In 1909, Mayor John Gorman donated land to make way for an airfield and Municipal Building were constructed on what are now First Avenue and Seventh Street. In 1951, Council Bluffs became one of 34 American cities that received federal recognition as part of Operation Peter Pan which aimed to increase trade between United States and Canada during the Cold War years. On July 1, 1960, when Iowa became a state, it joined with neighboring Nebraska to form the new Lincoln metropolitan area which included Council Bluffs within its boundaries. On October 1st of that year (1961), Mayor Alfred Meeks proposed changing the name from “Citizens” to “Council Bluffsans” in order to better reflect their role within our community and help promote cultural diversity among our citizens. After much discussion and input from all involved, including residents living inside/nearby CouncilBluffsan homes only 3 blocks away from where we met in 1836 – everyone voted unanimously in support! Following this successful referendum vote by City Officials & Residents alike – we officially changed our moniker to “Council Bluffsans” on October 1st 1961!
