St Petersburg was founded by Russians in 1814 as Saint Petersburg on an island in the mouth of the Tampa Bay River. In 1828, it became part of East Stroudsburg, Pennsylvania; but when that town seceded to form Pittsburgh in 1885, Saint Petersburg remained part of Tampa until 1906 when it merged with Hillsborough County to become Pinellas County. In 1907–08, Saint Petersburg experienced one of its most rapid growths due to American participation in World War I and consequent demand for housing after land had been freed up by war-time restrictions on building materials and labor costs associated with production capacity necessary for munitions manufacturing plants. This wartime boom resulted in redevelopment that continues to this day: new neighborhoods were created along Third Avenue (now called Ybor Street) northward from downtown; Seventh Avenue eastward from downtown; First Avenue southward from downtown; new shopping districts were built near Lake Street (now Dixie Highway), Progress Boulevard/Eighth Street (now US-1), and Plantation Drive (now US-27).
