The National Guard is a voluntary, national military reserve that was established on July 1, 1907. The National Guard consists of all active duty and reserve members of the United States Armed Forces who are not otherwise exempt from service under the Uniformed Services Law or from other laws requiring registration with the Department of Defense. National Guardsmen serve throughout their country, fulfilling non-combatant roles in support of military operations and objectives. They provide security for federal facilities, trains reservists for civilian law enforcement roles, conducts crime prevention activities and emergency response services. In some cases they also provide support to state militias when called upon by state governors or legislatures. The history and role of the National Guard can be traced back to 1846 when troops were called out by President James K. Polk to help quell a civil disturbance in Ohio. Since then, the militia has been used as a source of manpower for various government projects and operations including World War II; however, it has never been an integral part of U.S. armed forces like it is today. The Militia Act of 1903 restricted militia membership to males between 21 years old and 55 years old while providing immunity from criminal prosecution for members who perform specified tasks within the militia such as drilling or standardizing firearms. This exemption expired on August 15, 1918 after which time women began being allowed into militaries through regulation by executive order rather than through legislation passed by Congresses

The city also enacted laws to accommodate different cultural groups such as African-Americans and Latinos who had been marginalized in earlier iterations of North Miami Beach. The city experienced some significant growth during the 1960s through the expansion of malls and other retail outlets which attracted high-end customers from across South Florida. However, during the 1970s recession some residents began moving out of North Miami Beach due to various economic challenges such as low property values and limited job opportunities in downtown Miami . By 2000 most residents were still concentrated within the boundaries of the original municipality which had a population of under 50K people
