The history of the Upland Police Department began in 1916 when Sergeant Harry K. Fenton was appointed to the position of patrolman on a farm in the town of Upland. Sgt. Fenton's duties included patrolling the area and arresting violators of law. In 1922, Sgt. Fenton was promoted to lieutenant and became responsible for all police activities within the township. The following year, Sgt. Fenton was given command of a detachment called "The Ghouls" which patrolled the night streets in search for criminals. From 1923 until 1930, Lt. Fenton served as acting chief when Chief Harry Smith resigned because he could not handle day-to-day operations without help from his lieutenant. In 1930, Lt. John Pritchard was appointed chief and he continued Lt. Fenton's policy of appointing officers who were experienced in law enforcement rather than those with recent experience onlys who might be biased against policing practices or who would be more likely to favor politics over crime prevention efforts. In 1933, Chief Pritchard selected Capt.(Ret.) James Lusardi as captain of detectives which increased patrols around town while also providing support for investigations into crimes that had taken place outside of town limits or crimes committed by citizens against other citizens or their property during legal procedures such as marriage ceremonies or trials etc.. As captain of detectives, Lusardi developed close relationships with many local residents and often worked side-by-side with patrolmen on Crimes Against Humanity cases which involved criminals transporting human beings across state lines for purposes of exploitation or sale (sometimes resulting in death). After several years as captain, Lusardi left the department to become assistant district attorney before returning to active duty with the Upland Police Department in 1948 under new commissioner George Haughey after Haughey was elected mayoralty president and decided to keep police services fully staffed despite budget constraints caused by World War II shortages imposed by Congressmandatory austerity measures implemented during Roosevelt's first term in office]. Under new commissioner Ahern, things got worse instead; beginning September 2nd 1949 Constable Donald Qualls was killed while responding to a disturbance call at an amusement park located about six miles northeast of town center after apprehending two suspects wanted for armed robbery at Disneyland]; thereafter again public opinion shifted against Officers Qualls and McMahon due largely To The sensationalized publicity generated by this tragedy leading some members Of The press even writing articles defending “the good old days” when out-of-towners could just walk into town without fear they would get pulled over] . Ahern resigned effective February 13th 1950 citing personal reasons after just four months on the job following revelations that Assistant District Attorney Melvin Belli had been supplying alcoholics living inside city limits with free drinks obtained through bribes from nightclub promoters] . Commissioner Ahern was replaced by Captain Floyd Bemis effective March 12th 1950 however it soon become clear that Bemis himself couldn't keep up with changes taking place within the department due primarily To His own alcoholism which led him ultimately retire from service effective May 14th 1951 ]

Upland is a small town located in Kern County, California. It is the only incorporated community in Kern County and was founded on February 28, 1877. The name "Upland" comes from the local topography: an upland region of hills and valleys that runs along the eastern edge of Kern County. The depression where Upland sits was created by the warming Pacific Ocean during its recent glaciation period about 10,500 years ago. The first people to live in what is now Upland were Hupa Native Americans who called it Cuchumahegwa or " Place of Wolves." They hunted deer and other animals near present-day Laughlin and Gamboa Springs. Some early settlers were prospectors who found gold and silver near present-day Upland. Others came for agriculture, including John Sutter who built his first store at what is now intersection of US Highway 395 and FM 553 in 1879. In 1886, Harry Crane started trading post at what is now intersection of US Highway 395 and FM 553 which became known as Crane's Trading Post. Upland, California was first settled by Native Americans in the early 1800s. The area now known as Upland was part of the Transverse Ranges, which separated California from Nevada and Arizona. In 1847, when President James K. Polk signed the Mexican-American War into law, he declared that all former Mexican land in Mexico would be annexed to the United States. This included parts of what is now Upland and Orange County. In 1848, gold was found on the nearby Sacramento River and rapidly increased traffic led to a large population growth in this region. The first post office for Orange County was established in 1850. By 1860, there were over 200 businesses operating in Upland and its vicinity. A railroad was built through Upland in 1872 and it quickly became one of Southern California's leading economic engines.
