Thousand Oaks was founded in 1888 by John Slingerland and his wife, Lillie. The name comes from the fact that it lies on a hillock called "The Oaks" which were first donated by Mrs. Slingerland to the town. In 1892, Thousand Oaks became an incorporated city with a population of about 400 people. The city's first mayor was A.J. Angell and its first recorder was Edwin Waugh.
