The first post office opened in 1887, and the city was incorporated as Porterville on February 14, 1889. The name honor General James K. Polk who fought at Palo Alto during the Mexican–American War and also served as governor of California from 1850 to 1855. In 1930, Porterville became one of nine cities in California placed under federal receivership because of its financial problems; it remained so until 1959 when it regained its own government following passage of Proposition 13. Porterville has been home to several colleges and universities including USC University (1893), UC Davis (1905), Cal Poly Pomona (1925), Southern Pacific College (1930), Nevada State Normal School (1935), Alliant Techsystems(1986) and Western States Bank (1991). A new business park called "New Beginnings" was developed on former USAF land adjacent to USC's Ronald Reagan Presidential Library Campus south of downtown Porterville in 2006; it now includes retail space, office buildings and a large theater complex known as "The New Regency". It is home to NFL teamthe Raiders football team which played their first game there on October 25th 1985 against San Francisco 49ers

Porterville quickly became a thriving agricultural center, with crops such as maize, beans, cotton, and potatoes grown and exported to both Mexico and the United States. In 1881, the town added a post office and Male High School to its lineup of institutions. By 1925, Porterville had become an important economic center within the Central Valley region of California. The population peaked at over 10,000 in 1940 but declined thereafter due to various factors including World War II military production activity in nearby San Francisco; changes in cultural values which led to increased alcoholism among local residents; and industrial growth that destroyed many of the town's businesses and ruined its economy. In recent years, efforts have been made to revive Porterville's economy through various initiatives such as arts events/programs focused on music or art; promotion of local farms/livestock production; development of new recreational opportunities; restoration/maintenance of historic buildings and infrastructure; etc. These initiatives have helped bring back some life to what is now a small but vibrant community located within walking distance of several major local shopping malls and restaurants.
