As a result of this decision by Mayor Howland, all citizens were required to report for military duty within 24 hours or face arrest and/or imprisonment if they did not choose to participate in what would become known as "The Great San Diego War". Many people chose not to go because they believed that going would put them in danger both nationally and locally; however some 40% volunteered for military service throughout 1917-1918 despite being told by their families that they could never return home again after serving overseas. Of those who served or came home via airlift after Pearl Harbor (on December 7th 1941), only 2% returned before hostilities ended seven years later! It was also during this time thatGrover Beaches achieved notoriety as one of the most heavily bombed areas in California – particularly during 1942-1943 when over 100 buildings were destroyed by American bombers bombing Los Angeles… virtually every commercial building within 4 miles had been hit!
