The first European to visit Downey was Gaspar de Portolà in 1769. It was part of Rancho Santa Fe land grant given to Juan Rodríguez Cabrillo and his brother-in-law, Mariano Alvarado. In 1821, Mexican nationals founded Mission San Luis Rey de Franciscan in what is now Downey. In 1853, Downey became an independent town when it split from San Diego County. The city's name comes from José Peralta's adage "Downtown is down where the water meets the earth." The downtown area until about 1914 consisted of small scattered businesses and homes near the ocean shoreline on three main streets: East 1st Street (now Second Avenue), West 2nd Street (now Fourth Avenue), and South Coast Highway (Upper State Route 86). From 1914 to 1968, much of what is now Downtown Downey was built on land that had been donated by businessman John D'Angelo and his wife Lucille Bennett as part of their donation campaign for a new community called Normandie Beach on Long Beach Boulevard south of Interstate 5 during World War II.* In 1951, when Los Angeles annexed much of southern San Diego County including most of present-day Downey, Mayor Gil García ordered demolition of all but two buildings in Normandie Beach because he felt that it would promote annexation into Los Angeles instead of acquiring properties heretofore wanted within San Diego County. Of particular interest are the two original mission buildings which still stand today - one withstood fire during World War II while the other functioned as a municipal hall until 1969 when it burned down; also preserved are several pioneer outbuildings such as a farmhouse used as a jail from 1851 to 1861; an early mill used for grinding flour from 1852 to 1865; and numerous other structures dating back to before 1800* In 1957 Mayor García created Municipal Services District #1 which included Normandie Beach* which led directly to its current status as an unincorporated community surrounding Downtown * By 1960 there were over 100 businesses inNormandie Beach accounting for more than 50% of all business activity within Downtown
