Together with Anglo immigrants who came later, these newcomers formed what is known as the "Mestizo" culture in Central California. Mestizaje (mixed race) was legalized in 1850 under Mexican rule through decree number 724-A which categorized all people living inside of Mexico not just those from Spain or Peru as mestizos de raza (régionally mixed race). As part of this process, some Native American skills and knowledge were also gained including irrigation systems and horticulture; both skills which would be put to use shortly after when Mission San Gabriel began efforts to grow crops for local consumption instead of exporting them to Mexico Citys demand. From its original location near present day Mount Wilson Avenue and Lakeview Boulevard on the bank of the Santa Clara River, Azusa grew gradually until it had full municipality status in 1911 when it annexed neighboring Agoura Hills In 1920–22 City Councilman Edwin Sanger proposed creating an inland port at Watsonville Harbor due to increasing shipping activity along Southern California's coastlines caused by wartime needs such as munitions production at Imperial Beach This proposal was approved but never developed because no money could be raised from property owners through sales taxes or other means Furthermore dockage facilities were needed onshore so goods could be unloaded onto barges before being transported downriver into downtown Los Angeles By 1925 there were only three businesses operating within one kilometer radius of downtown: two groceries stores operated by Citizens' National Bank & Trust Company Ltd., corner Eureka Street & Third Avenue; and John Fenton's dry goods store at Fourth Street & Union Pacific Railroad tracks adjacent to Kaiser Aluminum plant south east of downtown .
