Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 17,865 at the 2010 census. Little Rock is the third-largest city in Pulaski County after Fayetteville and Jonesboro. It is also the smallest city by area in Pulaski County. The history of Little Rock begins with its founding as a small settlement on October 6, 1871 by eight men led by Major General James H. Wilkinson who explored the region for a new county seat for Benton County. Wilkinson named the town "Little Rock" after his home state of Arkansas. The first business in LittleRock was an apothecary store founded by Jno Baily and Wm Hays which opened on December 13, 1871. In 1875, Mayor John Atherton erected a blockhouse at Fourth and Lawrence Streets to provide security for citizens during Indian Wars between settlers and Apache Indians. The blockhouse served as headquarters of the Second Arkansas Infantry Regiment during these wars until it was destroyed by Apache warriors in 1886. On November 25, 1907, President Theodore Roosevelt visited LittleRock while on vacation in nearby Monteagle and arrived at Central Baptist Church to deliver his famous address on behalf of America's Progressivism which helped spur development around LittleRock since then including numerous civic entities such as LittleRock High School (now known as Arkadelphia Catholic High School), First National Bank (now part of Wells Fargo), Central Baptist Church (now called First Baptist). Roosevelt left behind a request that local officials name one street - "Roosevelt Boulevard" - after him when he departed for good from Washington D.C.. In 1924, voters approved creation of the City Council which became effective January 1st that year under Mayor Hoyle's leadership with eighteen members elected at-large to serve two year terms plus one term per each political district within Pulaski County having two seats on councilORS up for election every four years thenceforth; this system lasted until 1952 when it was replaced by an open election rule whereby all citizens over twenty-one were automatically registered to vote regardless of domicile or residence within Pulaski County; this system continued until 1990 when it was replaced again with an automated system whereby all citizens are now required to register no matter their residence within Pulaski Countynumbering residents according to decennial Census tracts boundaries thereby reducing voting blocs especially among older residents resulting in more balanced councils free from party control but still subject to veto power by mayor ORR
