Little Rock, Arkansas is a city in Pulaski County, Arkansas, United States. The population was 28,879 at the 2010 census. It is the county seat of Pulaski County. Little Rock has been the municipal and political center for Pulaski County since 1881. The first permanent settler in what is now Little Rock was George Catlett, who arrived on July 24, 1828 from Connecticut. Catlett named his new town after General Andrew Jackson's home state of Tennessee but this location proved to be unsuitable and he abandoned it within two months. A group of men led by John Elder bought the land from Catlett for $2 per acre in November 1830 and began to build a log fortification called Fort Smith on the site of present-day Civic Center Park. The fort was completed in 1831 and served as an outpost during the Indian Wars with Comanche and Kiowa bands of Indians. In December 1833, Arkansas Territory was created from areas east of the Mississippi River which included most of what is now Missouri and Iowa; including much of present-day Arkansas. As part of this territory, little rock became part of Indian Territory under military command until September 1, 1861 when all military commands were transferred to Fort Sumter in South Carolina following Confederate victory over Union forces at Bull Run (July 30). On November 6th Commissioners James Fenton & Isaac Neely were selected to take possession of Little Rock from Major Samuel Sibley who had previous claim & attempted settlement there on October 12th 1794 believing that he would receive approval from Congress before leaving for Mexico City where he resided In compliance with law no resident or property developer received word about commissioners arrival until several days later wheneditorials appeared in newspapers across country proclaiming "New Town Erected In Prairie Fields!" A few weeks later news arrived that commissioners had not come back & residents were beginning to fear they may have been killed or captured while passing through Texas en route back home – so great was their excitement that one local storekeeper offered Sheriff Gooding $10 000 if he could find out where they had gone! On January 7th 1861 Colonel Gideon Weller ordered all Volunteers within five miles (9 km)of Fort Sumter to rendezvous at Westernport Landing thence march towards Little Rock…. At 4 pm on Saturday January 9th [1861] approximately 2200 men assembled around Post Office located northwest corner OF plaza between First Ave NW & Main St NE Thereafter march up main street towards Plaza only to be met by gunfire from guards near post office

Lee headquartered his army at Pulaski for several weeks before moving on to Harrisonburg east of Pulaski to join Maj.-Gen James Hogg's Union Army retreating from Gettysburg over Route 7 west of town on July 19th. A day later on July 20th General Lee ordered Lt.-Gen John Pope (later Confederate Commanding General) with 1st Brigade under Brigadier-General Wm Tarrant led by Colored Troops under Major-General Augustus Cushing into town square and destroyed all public buildings without warning or cause excepting churches which were taken down one at a time with cannons while citizens went about their daily tasks outside; some stores were looted as well but no lives were lost or injured according to local sources however Johnson's Brick Store sustained serious damage resulting in loss of $5000 many other stores also suffered minor damage or no loss at all especially since most people had nothing more than shotguns which they used as replacements for firearms for protection from raiders who did not respect property rights In 1865 Arkansas became a free state following Reconstruction and Little Rock began its own Period of Growth culminating with incorporation as a municipality on March 14th 1906 by Mayor George Washington Goodwin who called it "Arkansas' Most Improved City" having seen rapid growth before then including annexation by Jonesboro (Jonesboro being renamed Little Rock three years earlier) making it one large city once again It was through this period that Little Rock came to be known as "the cultural capital of America".
