The Maricopa County Veterans Affairs Department (MCVAD) is a government agency that provides benefits to veterans in the Maricopa Valley area. The department was established on July 1, 1912 by act of the Arizona Territorial Legislature. It became an independent agency on October 1, 1951. On July 1, 1912, the Arizona Territorial Legislature passed an act creating the Maricopa County Veterans Affairs Department. The department was created to provide benefits to veterans living in the Phoenix metropolitan area and its environs. At its inception, MCVAD served 997 veteran beneficiaries. In 1952, due to budget cuts, MCVAD merged with the Phoenix military post office and mail service to form one entity known as “Phoenix Post” which continues today as part of USPS. In 1978-79, MCVAD introduced a new program called Servicemen’s Education Assistance which offered tuition assistance for wounded or returning veteran students attending colleges or universities in Phoenix and Tucson. This program was provided through a grants-in-aid agreement with four private universities: Arizona State University; Northern Arizona University; Southern Arizona University; and Western State College – Mesa Campus. These institutions helped provide both undergraduate and graduate education opportunities for servicemen and women who had completed their service during World War II or Korean War era. To date, more than 536 servicemen have received education assistance through Servicemen’s Education Assistance program since 1978-79 that has totaled over $71 million dollars!

In 1881 regulations governing personal gifts became effective within the British Army following an inspection report by Colonel Arthur Wellesley commenting on "the great wantonness" amongst officers towards their subordinates' families during the Crimea War campaign years earlier (1853-1856). Regulations insisted that no soldier should be allowed "to purchase any article whatever for himself without express leave from his commanding officer." However, exceptions were made for widows and children below age 16 who could prove they resided with their parents at home while serving overseas. Following World War I Gift Giving ceased being compulsory within the armed forces but continued elsewhere throughout Europe including Australia where it resumed after Japan's occupation during World War II . Thereafter it gradually spread throughout North America with some armies having it introduced back into Europe before fully integrating into NATO by 2002 . Although Gift giving is now expected upon retirement or death there are still some individuals who choose not to receive any form of formal gift/aesthetics due to privacy concerns particularly if one served tours abroad/served in combat roles etcetera
