The area that now forms Fountain Hills was first settled by Native American farmers in the late 18th century. In 1912, the city of Mesa was founded nearby and began to take over much of the agricultural land around Fountain Hills. After years of development work starting in earnest during World War II by those who saw potential within this undeveloped land, central Mesa finally became a reality with construction beginning on October 15th 1947 with completion taking place just two years later on October 25th 1949! The remaining parcels included in Central Mesa were annexed into Fountain Hills through annexation proceedings initiated by City Manager Raymond E Shuman following an referendum held on March 3rd 1951! The community continued to grow as more people moved into the area to take advantage of its cheap housing prices, good schools, easy access to shopping and other activities near downtown Phoenix. The economy cratered during World War II as military families living in Mesa moved towards Fountain Hills while others emigrated to California or Texas due to wartime shortages of food and other necessities. However, by 1946 many residents had returned home and resumed their lives as normal citizens when war ended less than a year later without any major impacts on their community or economy
